Negros Power July 2026 Rates Rise Slightly as WESM Costs Increase

Higher wholesale electricity prices push rates higher, while staggered recovery helps soften the impact on consumers.

July 2026 Electricity Rates Increase

Consumers served by Negros Electric and Power Corporation (Negros Power) will see a modest increase in electricity rates this July 2026, with the average residential rate rising to ₱14.1287 per kilowatt-hour (kWh) from ₱13.8417/kWh in June—an increase of ₱0.2870/kWh.

The adjustment reflects higher generation costs in the country’s wholesale electricity market.

What Caused the Increase?

According to Negros Power, the primary driver of the rate adjustment is the higher cost of electricity purchased from the Wholesale Electricity Spot Market (WESM).

Several factors contributed to the increase:

Higher electricity demand across the grid
Limited availability of several power plants
Yellow and Red Alert declarations in the Luzon and Visayas grids
Increased generation costs in the wholesale market

These conditions resulted in more expensive electricity procurement for distribution utilities.

How Negros Power Reduced the Impact

To help cushion the effect on consumers, Negros Power implemented a staggered recovery scheme for WESM charges.

Instead of recovering the entire increase in one billing cycle, the company will spread the remaining balance over the next six months, limiting the generation charge adjustment to approximately ₱0.20/kWh for July.

The approach aims to make the increase more manageable for households and businesses.

Commitment to Transparency

Despite the higher wholesale power prices, Negros Power emphasized that the staggered recovery mechanism was implemented to avoid a significantly larger increase in customers’ monthly bills.

The utility also reaffirmed its commitment to transparency by keeping consumers informed about the factors affecting electricity rates and encouraged customers to adopt energy-efficient practices to help manage power consumption and reduce electricity costs.
