Negros Power Releases November 2025 Rates, Introduces Flexible Payment Options for Qualified Consumers
Negros Power has officially released its November 2025 electricity rates, giving residents and businesses a clearer picture of their expected billing for the month. Along with the updated rates, the company has announced flexible payment arrangements for qualified consumers—an initiative intended to support customers managing their electricity bills as the region continues to stabilize after recent disruptions.
The announcement, posted via Negros Power’s official communication channels, outlines both the updated rate components and the key reasons behind this month’s adjustments. The company also provided a detailed explanation of market and regulatory factors that shaped the pricing, ensuring customers have a transparent view of how their monthly electricity costs are determined.
Slight Rate Adjustment for November
For the billing month of November 2025, Negros Power shared that the average residential electricity rate is ₱12.23 per kWh, a modest change compared to previous months. Commercial consumers, meanwhile, will see an average rate of ₱12.28 per kWh.
These adjustments reflect variations in the cost of power supply, transmission charges, and government-mandated components—many of which are shaped by developments in the national energy landscape. The company emphasized that rate movements are influenced by factors beyond the distribution utility’s control, such as prices in the Wholesale Electricity Spot Market (WESM), power plant performance, and regulatory directives from the Energy Regulatory Commission (ERC).
Flexible Billing Options for Qualified Households
One of the key highlights of the advisory is the availability of flexible payment options for households consuming 100 kWh per month or below. These consumers may avail of extended payment arrangements designed to make monthly billing more manageable.
Negros Power confirmed that, for the covered period:

No disconnections will be implemented for unpaid bills from November 4 to December 31, 2025

No penalties or surcharges will be applied during this timeframe

Payment terms will be available upon verification of consumption eligibility
These provisions help ensure that customers with lower consumption levels—often representing smaller households—can settle their bills without pressure, especially as communities continue addressing the effects of recent weather and supply challenges.
What Contributed to This Month’s Rate Changes
Negros Power outlined several key factors that contributed to this month’s billing adjustments. These include market conditions, regulatory fees, and technical considerations from the transmission and generation sectors.
1. Increase in Wholesale Electricity Spot Market (WESM) Rates
WESM prices significantly increased, moving from ₱5.1922/kWh to ₱7.6709/kWh. This was primarily due to the deration of several power plants following the October 2025 earthquake, which tightened energy supply. As a result, the overall generation charge went up by ₱0.4438/kWh.
2. Resumption of the UC–Environmental Charge
Based on an ERC advisory issued on November 7, 2025, distribution utilities are now required to resume the ₱0.0025/kWh environmental charge. The proceeds help fund watershed rehabilitation and resource management programs under the National Power Corporation.
3. Updated FIT-All Rate
The ERC-approved Feed-In Tariff Allowance (FIT-All) for 2025 now stands at ₱0.2073/kWh, an increase of ₱0.0884/kWh from the previous rate. This government-mandated charge supports renewable energy development across the country.
4. Decrease in Transmission Charges
Transmission fees decreased due to lower Ancillary Services and Reserve Market Charges. This resulted in a ₱0.2375/kWh reduction for residential customers, helping moderate the overall rate impact.
5. Stable DSM Charges
Negros Power’s Distribution, Supply, and Metering (DSM) charge remains unchanged at ₱0.89/kWh, covering local system operations such as meter reading, line maintenance, and distribution services.
