Empowering 77 Barangay Electricians: Negros Power’s Pioneering Livelihood Training Lights Up Communities

 Seventy-seven barangay electricians from Bacolod, Bago, Talisay, and Silay have just completed a groundbreaking livelihood training that’s set to change lives — and light up communities across Negros Occidental.

Held on October 9, 2025, at the Provincial Government Office, the Barangay Electrician Livelihood Training (BELT) marked the first-ever large-scale skills enhancement program designed to boost community safety while opening new income opportunities for local electricians.

A Power Partnership for Progress [ Barangay Electricians Livelihood Training ]

This pioneering initiative was made possible through a strong partnership between Negros Power, the Technical Education and Skills Development Authority (TESDA), and the local barangay leadership. Together, they envisioned BELT as more than a training program — it’s a community empowerment mission.

Participants came from:

  • Bacolod City – 28 electricians

  • Bago City – 20 electricians

  • Talisay City – 18 electricians

  • Silay City – 11 electricians

Through this collaboration, electricians received hands-on training in safe residential wiring, updated technical standards, and livelihood development, ensuring that homes and businesses across Negros are not only powered — but powered safely.

“BELT is About Empowerment”

For Miss Maricel Pe, Assistant Vice President for Customer Care and Marketing Head of Negros Power, the BELT program reflects the company’s deep commitment to both public safety and livelihood creation.

“The BELT program is not just about training—it’s about empowerment,” Pe shared. “Our barangay electricians are our partners in ensuring that every home and community is safe, well-lit, and future-ready. Through the support of TESDA and our local leaders, we provide skills and opportunities that help build better and more sustainable livelihoods.”

Engr. Bernard Del Castillo, Chief Operating Officer and Chief Technical Officer of Negros Power, stressed the vital role electricians play in ensuring household safety.

“Electricity is the backbone of modern living, and safety starts with skilled hands,” Del Castillo said. “Through this training, we are equipping our barangay electricians with the right technical knowledge and standards to ensure that every household connection is safe and compliant. BELT is part of Negros Power’s broader mission to deliver reliable power while nurturing competent partners in the community.”

The impact of BELT was felt immediately by the participants themselves.

Ramil Dela Cruz of Talisay City shared,

“We learned new techniques in safe wiring and proper handling of electrical systems. It gives us more confidence to serve our communities and opens doors for more job opportunities.”

For John Jolito from Bago City, the training elevated their sense of duty.

“We gained a lot of practical knowledge and safety reminders that we can apply immediately. It also made us realize our role in making our communities safe from electrical hazards.”

And for Arman Diokno of Bacolod City, BELT meant more than technical skills — it meant hope.

“Through BELT, I now see more stable work and income possibilities. The training didn’t just upgrade our skills—it gave us hope and direction.”

Lighting the Way Forward [ Barangay Electricians Livelihood Training ]

The success of the first BELT rollout has already sparked expansion plans. The second phase of the Barangay Electrician Livelihood Training is set for October 29, 2025, in Murcia, widening its reach to more communities across Negros Occidental.

BELT stands as a testament to how collaboration between the private sector, government, and local communities can create meaningful change. It’s not just about electricity — it’s about empowerment, livelihood, and a brighter, safer Negros for all.
