To help consumers better understand the process, Negros Electric and Power Corporation (Negros Power) has explained how the annual Bill Deposit review works, why it is required by law, and how it can either result in an additional deposit or even a refund.
What is a Bill Deposit and Why Does It Matter?
A Bill Deposit is essentially a security deposit maintained for every electric service account. It is designed to be approximately equivalent to one month’s average electricity bill, serving as a safeguard for both the consumer and the distribution utility.
Since electricity usage naturally changes over time due to lifestyle changes, new appliances, home improvements, or business expansion, the amount originally paid as a Bill Deposit may no longer reflect a customer’s current consumption. This is where the annual review comes in.
Rather than leaving outdated deposit amounts in place, the ERC requires distribution utilities to reassess them every year, ensuring that customers are paying only what is appropriate based on their actual electricity usage.
The Annual Review is Required by Law [ Negros Power Bill Deposit ]
Negros Power emphasises that the annual Bill Deposit review is not a company policy but a legal obligation under the Amended Magna Carta for Residential Electricity Consumers, specifically ERC Resolution No. 3, Series of 2026.
The regulation requires all electric distribution utilities nationwide to compare a customer’s existing Bill Deposit with the average monthly electricity bill over the previous twelve months.
The objective is fairness. Customers whose deposits are too low are asked to make only the necessary adjustment, while those who have paid more than required automatically receive the excess back.
Will You Pay More or Receive a Refund?
The answer depends entirely on your electricity consumption over the past year.
If your existing Bill Deposit is less than 90% of your average monthly electricity bill, the difference will be added to your electric bill during your service anniversary month—the month when your electricity service was originally connected.
On the other hand, if your Bill Deposit exceeds 110% of your average monthly bill, you will automatically receive the excess amount as a credit in your electric bill.
No application, paperwork, or request is necessary. The entire process is implemented automatically in compliance with ERC regulations.
A Simple Example
Imagine that your average monthly electricity bill during the past year is ₱5,000, but your Bill Deposit is only ₱2,000. An adjustment of ₱3,000 will be reflected in your bill to align your deposit with your current electricity usage.
Now consider another customer whose average monthly bill is ₱4,000, but whose Bill Deposit is ₱6,000. Since the deposit exceeds the allowable amount, the customer will automatically receive a ₱2,000 bill credit.
These examples demonstrate that the review works both ways—it can require an adjustment or result in a refund, depending on the customer’s actual consumption.

Negros Power: The Process Protects Consumers
According to Atty. Lyana Paula Tomulto, Legal Officer of Negros Power, the annual assessment is intended to ensure that every customer’s Bill Deposit remains fair, reasonable, and proportionate to actual electricity usage.
She explained that the ERC guidelines contain safeguards designed to protect consumers. Customers are charged only the necessary adjustment if their deposit falls below the prescribed level. Likewise, any excess deposit is automatically credited back to the customer without the need to file a request.
This balanced approach allows distribution utilities to remain compliant with national regulations while ensuring that consumers are treated fairly.
Understanding the Five-Month Installment Option [ Negros Power Bill Deposit ]
Negros Power also clarified another common misunderstanding.
The five-month installment arrangement applies only to Bill Deposit adjustments resulting from the annual ERC review.
It does not apply to Bill Deposits required for new electricity service applications or for reconnecting previously disconnected accounts.
Knowing this distinction helps customers better understand why some deposit payments qualify for instalment while others do not.
