Negros Power PaKAPE Program Strengthens Community Partnership in Talisay City
Bringing Conversations Closer to the Barangays
The Negros Power PaKAPE Program recently reached Talisay City, bringing together 27 barangay captains and local officials at Minuluan Hall for an important discussion on electricity services, system improvements, and stronger community collaboration.
More than a regular meeting, the program served as a valuable platform for direct engagement between the power utility and barangay leaders—the frontliners who hear the daily concerns of residents regarding electricity, outages, and service reliability. Through this initiative, Negros Power continues to strengthen trust and cooperation at the grassroots level.
The activity reflects the company’s commitment to making local leaders active partners in delivering better service to every household and business in Talisay City.
Focus on System Loss Reduction
One of the major highlights of the Negros Power PaKAPE Program was the presentation of the System Loss Reduction Program led by Engr. Edwin Montemayor.
During his discussion, Engr. Montemayor explained that reducing system loss is a shared responsibility between the power provider and the community. System loss often results from illegal connections, power pilferage, outdated facilities, and technical inefficiencies in power distribution.
He emphasized that solving this issue requires stronger monitoring, community awareness, and support from barangay officials who can help identify unauthorized connections and educate residents on the long-term effects of electricity theft.
Reducing system loss means better service for everyone. It improves power stability, protects legitimate consumers from unnecessary costs, and allows Negros Power to invest more in infrastructure upgrades and service improvements.
This discussion gave barangay leaders a clearer understanding of how their participation can directly help strengthen the local power system.

Service Improvements Shared During the Negros Power PaKAPE Program
Negros Power also presented its latest accomplishments and ongoing projects aimed at improving electricity delivery across its service areas.
Among the major updates shared were improvements in distribution facilities, modernization of equipment, and faster response mechanisms for power interruptions and outages. These developments are designed to ensure more reliable and efficient service for consumers while minimizing downtime and inconvenience.
The company also emphasized its strengthened coordination with local government units, recognizing that effective public service requires cooperation between utility providers and local officials.
For residents, these improvements translate into a better overall consumer experience—fewer outages, quicker restoration during emergencies, and stronger confidence in the power system that supports homes, schools, and businesses.
Barangay Leaders Express Support
Hon. Jenalyn Magbanua, Barangay Captain of Brgy. Dos Hermanas, shared her appreciation for the initiative and emphasized the value of including barangay officials in these discussions.
She explained that the Negros Power PaKAPE Program helps local leaders better understand the company’s projects and priorities, especially in areas such as system loss reduction and infrastructure development.
“Dako gid ini nga bulig sa amon nga mga barangay officials kay mas naintindihan namon ang mga programa sang Negros Power, labi na gid sa system loss. Sa amo nga bahin, handa kami magbulig sa pagpaabot sang impormasyon kag sa pagpatuman sang mga pamaagi agud mapabaskog ang serbisyo sang kuryente sa amon lugar.”
Her statement reflects the growing recognition that effective utility service becomes stronger when both the provider and the community work together.
Barangay leaders are not only recipients of information—they become active partners in implementation, helping ensure that programs reach the people who need them most.

Building Transparency and Shared Responsibility
The Negros Power PaKAPE Program reflects the company’s broader commitment to transparency, accountability, and sustainable energy development.
By bringing important discussions directly to barangay officials, Negros Power creates a more responsive system where local concerns are heard and addressed faster. This approach strengthens trust and helps bridge the gap between service providers and consumers.
It also reinforces the idea that improving electricity services is not the responsibility of one institution alone. It requires shared responsibility between the company, local government units, and the communities they serve.
Through open dialogue and stronger cooperation, the initiative empowers people with information and makes them part of the solution rather than simply recipients of service.
Negros Power PaKAPE Program Continues to Power Progress
As Negros Power continues to expand community engagement efforts like the Negros Power PaKAPE Program, it sends a strong message: progress becomes more meaningful when people work together.
Reliable electricity is not only about substations and power lines—it supports livelihoods, education, healthcare, and everyday life. It powers businesses, keeps homes safe, and drives local economic growth.
By engaging barangay leaders and strengthening partnerships on the ground, Negros Power is helping build not only better electrical systems but also stronger communities.
In Talisay City and beyond, the Negros Power PaKAPE Program remains a strong example of how collaboration, information, and community involvement can energize long-term progress.
