System loss refers to the difference between the amount of electricity the utility purchases and what is billed to consumers. Losses can be technical—due to outdated infrastructure or inefficiencies—or non-technical, often stemming from pilferage, illegal connections, and other forms of electricity theft. High system loss rates not only hurt the utility’s bottom line but also translate into higher costs for honest consumers and undermine the integrity of the power grid.
The Energy Regulatory Commission (ERC) has set an interim cap of 8.25% for system loss, a target that many utilities nationwide struggle to meet. Negros Power’s latest figures, now below this cap, signal a new era of energy efficiency and accountability.
Anti-Pilferage Drive: Numbers That Matter
Between November 2024 and June 25, 2025, Negros Power’s anti-pilferage teams conducted a staggering 1,704 enforcement operations—reaching 96% of their inspection targets. These efforts uncovered 789 illegal connections and 1,156 unauthorized load-side connections, demonstrating the scale of the problem and the company’s determination to address it head-on.
The campaign is more than just a crackdown on violators. It is a comprehensive approach that includes the deployment of 153 check meters across key barangays, enabling rapid detection of anomalies and suspicious consumption patterns. Continuous monitoring and community engagement have become cornerstones of the program, with Negros Power working hand-in-hand with local leaders and residents to identify and eliminate sources of loss.

Negros Power is not stopping at detection. Legal action has commenced, with two criminal cases already filed against persistent offenders. This sends a clear message: electricity theft is a crime that will not be tolerated, and the company is committed to upholding the rule of law.
At the same time, modernization is underway. As part of its System Loss Reduction Program (SLRP), the utility has replaced 13,308 outdated meters with modern, tamper-proof models. This not only improves billing accuracy but also makes it far more difficult for would-be pilferers to manipulate the system.
