Negros Power Delivers Low Electricity Rate Hike Despite Rising Generation Costs

Even in the face of significant increases in power generation costs, Negros Power has successfully limited the impact on consumer electricity rates in Negros Occidental. For August 2025, the company announced an average residential electricity rate of only Php 11.50 per kilowatt-hour (kWh), representing a minimal increase of just Php 0.13/kWh from July’s Php 11.37/kWh.

Rising Generation Costs Challenge Utilities Nationwide

Across the energy sector, rising costs in power generation have been putting pressure on utilities and consumers alike. The Wholesale Electricity Spot Market (WESM), a key benchmark for pricing, increased sharply from Php 4.88/kWh to Php 5.46/kWh—an increase of Php 0.58/kWh. This jump reflects broader challenges, including fuel price volatility and supply constraints that have made electricity generation more expensive.

This means that while generation costs ballooned significantly, residential customers in Negros Occidental saw only a small increase, underscoring the company’s commitment to affordability.

Transmission Sector’s Role in Reducing the Burden

In addition to generation cost management, the transmission sector also played a vital role in easing consumer rates. The Ancillary Services–Reserve Market charge, an additional cost passed on to consumers, decreased from Php 622.77/kW to Php 599.12/kW. This reduction translated to a Php 0.02/kWh decrease in residential rates, providing further relief amid a challenging market.
